1966 RIC 360-12 Truss Rod Nuts Adjustment

What is recommended if one can not get even a very thin wrench under the truss rod nuts of a 1966 RIC 330-12? My luthier filed down one of his angle wenches and still can not get under the paper thin clearance under the nuts. Add to that that the nuts are a bit worn on their ends from someone trying to turn them with pliers. They need tightening for there's a bit too much relief in the neck. Would trying to very gently pry them up a tad be too risky? Even so, and if they were able to be backed off completely, maybe even the nuts' ends reversed, wouldn't the rod ends that were pried up then have to be straightened in order to tightened the rods anyway? You can gently pry up the nuts, but before doing so I would clamp the neck just below the nut to prevent the pressure from possibly popping the fingerboard.

I use one of these.

Excessive force is not necessary, just enough to keep it all together.
