It's in the wood or the construction and the rods are not able to correct it because at that point they do not have much influence, instead they pull the neck into the s shape you get when you try to correct it.

So if it is in the wood construction/characteristics, and the rods cannot fix it, is this a warranty issue?

It's a 1991 model year guitar, wayyyyyyy past the warranty period, don't you think?

I would have a look at this page I came across the other day. looks like the same issue that just got really bad on this one:

other than that maybe see if you can get a hold of Dan Erlewine at Stewart MacDonald. that guy can probably tell you how to fix it.
wood is pretty forgiving and can be manipulated with steam and heat pretty easy. at this point you don't have much to lose. just do your research and take your time to do everything right.
you might have to count on re finishing or even steam-removing the neck if the wood is too warped.
