It kind of sounds like Dion DiMucci to me. There's a definite "Runaround Sue" vibe happening here.

I saw him years ago on a great quadruple bill with Dave Edmunds, Kim Wilson (of the Fabulous Thunderbirds) and Graham Parker .... and Steve Cropper was on lead guitar!!!
