How about The Pretty Things? It would be tough to get punkier than Roslyan or Don't Bring Me Down...they also very much had the attiude; in world where the Rolling Stones were really quite the limit, the Pretty Things were everything kids loved and parents hated...

The Ramones and the Sex Pistols are the ones that got the look and sound working together to form their image.They are the ones that most people automatically think of when the word is mentioned.And while the Pretty Things did touch upon the sound they could not match the Rolling Stones in the "looks" dept. When it comes to the sound I would have to say it was the Sonics that started it off.They were unique with their vocals and guitar sound at the time!
