Do the kid a favor and really explain to him that if you can play, you can make most basses sound pretty good. It is an important lesson for all of us.

+1 on the Squier Vintage Vibe basses. If it must be a Fender, the MIMs are good players too, for the money. Save the USA as incentive for if he shows real dedication.
Does he just want to impress his friends?

LOLOL!
ALL great comments & suggestions guys!!!
Funny, I happen to have a FENDER decal here! I had a Cowpoke that I had to replace the neck with and was going to use it. The Cowpoke is gone, and the sticker remains! NOT a bad Idea at all! LOL I also LOVE the idea of getting something that catches my eye and Dane's comment too! LOLOLOL.
Apparently, he's playing the $99.00 bass on a regular basis. He's managed to get into a starter band and the thing won't stay in tune.
I've had VMJ and personally love those Squier basses, but the kids used to being treated well. His FIRST car is his mom's old infinity.
His mom as only recently realized that giving the kid everything isn't a GOOD thing.
I've sent her some suggestions via Email and haven't heard anything yet. I'm sure I'll be talking to her this weekend.
THANKS AGAIN for ALL the input folks, I REALLY appreciate it!

Seconding the MIM J bass suggestion.
I had one for decades. The wiring finally started to go, so I gave it to Good Will. Wish I still had it
The most important things - will it hold tune? Can it get a decent action?
