Windfield Accent vibrato ??

Any advice on this replacement vib?
The arm is either hanging really loose or its too tight to move. I can tighten it up so its stable but I can’t move it without completely losing it. I'v tried putting some other washers in but its still not prefect.

I'v had an original Ric Accent vibrato in the past and I don't remember having any probs with it.

I've never had the Winfield Accent, but I've bought lots of other parts from Winfield and they've all been great.
