Clear Coat Chipping

The guitar is a 360/12,fireglo,1998.It is in as close to perfect as possible.
The burst is good and the grain shows nicely.
Problem is that a piece of the clear coat finish fell off into my hand.
A piece of the clear about 3/4 inch by 1/4 inch popped from the binding into my hand.
The exact spot is at the base of the volute where the binding passes under the neck.
It looks like the clear did not bond properly in this area.It does look slightly raised along the length at the volute.I don't want to explore to closely ,it looks like the rest of the clear could seperate.
My question of the Luthier is,What can I use to reattach the chip.It fits perfectly.I don't want to melt the binding and I would like to try to help out the area that may chip later..
