While not the same thing as Monster, the Craig's List "Community" section, under Musicians heading serves a similar purpose. And its free.....

As with Craigslist, they have listings according to major metropolitan areas (the link above is for the Kansas City area; other cities' links are listed on the far right on the webpage).
