The purpose of the piccolo bass is to have a bass that is tuned an octave up. It's as simple as that. It's got a longer scale than a guitar and it's only got four strings, and they're different strings from a guitar, so it's a legitimate instrument. It's just something different to play.
I also find it funny that a significant number of "lead bass" players, aside from being some of the best bassists ever, played Rics.

It's just a preference thing. I would rather play something that looks and feels like a bass. I like longer scale and more space between the strings than a guitar has. If it's a guitar, then it's a 4-string, long-scale guitar, which is significantly different from a regular guitar.
You could do it on a guitar too. It's completely up to the person who's playing.

I sometimes play my 330 by using a two-finger bass plucking technique on the lower strings. . . it's a different sound rhythmically and harmonically than playing with a pick. And it would be much easier to do on a piccolo bass.
BUT. . . I'd buy a good old 4003 (And a great many other things) long before getting a piccolo. That'd be an investment somewhere below accordion on the instrument priority list.
