I never understood that concept, why not just grab a guitar? Aren't lead bass players annoying enough without going up an octave?

The purpose of the piccolo bass is to have a bass that is tuned an octave up. It's as simple as that. It's got a longer scale than a guitar and it's only got four strings, and they're different strings from a guitar, so it's a legitimate instrument. It's just something different to play.
I also find it funny that a significant number of "lead bass" players, aside from being some of the best bassists ever, played Rics.

I played a Carvin BB75 Piccolo 5 string bass once! I coudn't get used to the extremely thin strings on it, I suppose with time I could get used to it.

I know what a piccolo bass is, I just don't get the point. You might as well play the first 4 strings on a guitar because that's what you're doing, same range. It's not a bass anymore except in name. It's an easy to play guitar to me because you don't have to contend with the B and E.

It's just a preference thing. I would rather play something that looks and feels like a bass. I like longer scale and more space between the strings than a guitar has. If it's a guitar, then it's a 4-string, long-scale guitar, which is significantly different from a regular guitar.
You could do it on a guitar too. It's completely up to the person who's playing.

I sometimes play my 330 by using a two-finger bass plucking technique on the lower strings. . . it's a different sound rhythmically and harmonically than playing with a pick. And it would be much easier to do on a piccolo bass.
BUT. . . I'd buy a good old 4003 (And a great many other things) long before getting a piccolo. That'd be an investment somewhere below accordion on the instrument priority list.
