I don't even have "a guess" yet... but it's such a long theme, it makes me think there were several characters on the show; thus, requiring a long theme song to introduce them all. :?

Sorry I'm late in seeing this -

Quincy Jones most certainly is the man behind the Sanford & Son theme. It's actual title is "Streetbeater". I loved this song as a kid! Although not an instrumental, another Quincy Jones penned number that I loved was "Hikky-Burr" which was the theme song of the first Bill Cosby Show ('69 - '71).

Peter is also correct about Jack Elliott being behind "Barney Miller" and he was the composer of the theme for "Night Court" with Harry Anderson as well. Those two compositions have a very similar feel and instrumentation. Elliott had a long career in TV and film with credits as the musical director for the Andy Williams Show and the arranger for the Judy Garland Show. He passed back in 2001.
