I checked with the seller of the 4003 and he replied
"Dear carr,
I took the bass to usps and they quoted me the 160 price. I sure hope they knew what they were talking about! Dave"
Shrug! My mistake I thought it was under $150

You shouldn't have to pay the 5% duty because of the FTA. I have a document here somewhere that is acceptable by customs for this purpose.... simply stated it is a declaration that the goods are made in the USA and therefore come under the FTA.
Mind you, 5% isn't much in the scheme of things when you're paying 30% to 40% for shipping!

I checked with the customs site and
all personal stuff over $900AUSD attracts 5% duty calculated back to the first dollar. Maybe the regs changed between the two purchase dates ?
