Maybe Pete's guitar tech is just tired of taking them off and putting them back on!

For sure, anyone that's seen Pete play knows that he likes to do a lot of neck bends for vibrato effects. Who needs a whammy bar?

Pete's 1993 which sold earlier this year was also missing it's TRC.

Yep. To put this piece of trim back after adjusting the rods, the octave strings must be loosened again, the nameplate--with its three fiddly little screws--reinstalled, and the guitar tuned yet again.

Pete is (and probably was) very specific about his guitar necks. He wants the neck dead flat, and with medium action, and as he's stated before, he'll bend the neck out of whack. So that's why his TRCs on Gibsons and Rics were exposed. And that's why he's a frequent player of modern Fenders. Exposed truss-rod cavity.
