I'm not familiar with Windex, but I suspect that it is something the wife has been drinking for years.

Try to find some Lexol Vinylex. It cleans the dirt out and puts a slightly glossy, protective sheen on the Tolex.
I have used it on black Tolex on a 1974 Fender amp and it looks like new. Works great on car dashboards, too.
No silicone in it, like Armor-All has.
I'd would suggest trying it first on an inconspicuous place to make sure it doesn't darken the blonde Tolex too much.

Thanks for all the kind words of advice guys.
In the end I decided to wash it in a hot soapy bath.
It's come up lovely and clean, but it now smokes every time I plug it in......
