The wood was okay, they just put all the parts on the wrong side!

Back of peghead behind the D tuner: those are fisheye marks. These are caused from spraying lacquer or most any type of finish material over wax or silicone that has not been entirely removed. The seller should have lifted the pickguard or truss rod cover to verify an original finish. It is very possible that when the tuners were changed, someone shot some clear over the back of the peghead to make things look better in their point of view. this is all speculative of course.
