If PayPal is still showing that it is pending, maybe she hasn't accepted payment yet? It may be a stretch, but can you cancel the payment?

Something along these lines happened to me a few years ago. I sold something on ebay and the buyer paid, but spelled my email id wrong---he was wondering why I didn't respond, but I'd never received confirmation, as it wasn't my account due to the misspelling. When he reached me a couple days later, he realized the spelling was wrong, went into paypal and cancelled the original payment and then resent it to me, but this time to the correctly spelled address. Luckily the address he had sent the first payment to was a dead address, so nobody could accept the payment that was intended for me.

Tony, What Andrew says is correct. If it is still pending on Paypal you should be able to cancel the payment for a full refund. If you can't cancel it you just sign the CC declaration when it comes then return it to the CCC and they refund the full amount and then they sort the claim out with Paypal. However if you claim from Paypal you won't get a full refund as they charge a "claim handling fee" and there may be a top limit to the claim value ($500, $1,000 or whatever they decide) It will also take 3 to 6 months for Paypal to refund whereas the CCC will do it in days.
After one dispute that I had I eventually got a mail from Paypal saying that I had won the dispute and had been refunded the payment (less charges) - but I never actually got the money back even though Paypal said that I had (it was only $50 total, less a $20 Paypal administration charge - but that is beside the point)!

I appreciate it, let me try to clear it up a bit.

I understand what you are both saying, but the SELLER initiated the REFUND. She instructed PAYPAL to issue the refund. The bill ALREADY hit my CC, so she DID receive payment.

I'm not sure if the "refund" has to clear her bank, or Paypal, or my Credit Card or what?

I don't understand WHY Paypal would have it as "PENDING". IF the seller had the funds in her PAYPAL account, I'd imagine the transaction would have been instant. IF however, she is transferring the funds from her CHECKING account, it can take 3-5 days for it to go through.

I've transferred funds in the past from my checking account INTO my PAYPAL on occasion to make a purchase and it did take a few days.

The refund was initiated on 2/1. So, I'm just sweating it out until it clears or the CC paperwork comes. The CC company said it SHOULDN'T be a problem as long as the seller doesn't have proof of shipping & delivery.

I'm telling you, this has been a heck of a week!

As promised, the final outcome of the story....

Thank you EVERYONE for all the support and helpful ideas on getting this situation resolved.

THE FULL REFUND WAS APPROVED!

Now, I don't know if the seller had to OK the refund or what, but today I heard from PAYPAL, E-Bay and the CC company. I also had contacted the seller and within a few hours, it was resolved (thanks Paul). The FULL credit was issued according to my Paypal account.

I just returned home and I haven't yet contacted the CC company to verify the credit, I'll be doing that in a moment, but my PAYPAL account states "REFUND COMPLETED".

Thank you all for riding this one out with me. I have a lot of e-mailing I have to do so I'm off, but thank you all again!

That is great news that you got your refund Tony. I have the feeling that the seller was offered more money than it was sold to you for.

Hey Joey,

I'd bet your right. I reported it to E-bay anyway. I doubt they will do anything about it but I had to report it.

I got the standard "We'll investigate but we are unable to advise you of the outcome" bit.

All I can say is the old "what goes around, comes around" line.

Sorry you missed out on the bass though. Still, its a good thing you got your money back. Ebay keeps getting scarier and scarier.

I just thought I'd conclude this post with a happy ending.

The money was fully refunded (just yesterday) and with the help of Bob Scott, the search is over!
