Personally I wouldn't worry too much about it - doesn't look bad. And makes it kinda unique. So how does this pup play and sound!

Since you said there was also rust and mold present on the bass I would guess it is clear that it spent some time stored in damp conditions. Perhaps the staining is the result of moisture creeping in and around the binding, getting trapped, and staining the wood? I'm certainly no expert, but that's the first thing that came to my mind and now that you mention the rust and mold it may be the case.

That is what I thought too.
Congrats, Marc!

hmmm..makes me think..it came without the original case.
I once had a bad mold problem in my basement...remember tossing out an acoustic guitar case that was basically green.

Are there other areas where moisture could have seeped in that show this condition? In the routes under the tailpiece or in the pu / control cavities?

Those are the most likely places--exposed end grain, and little if any varnish to protect that end grain. Yet we see no evidence of this.
I am convinced that this happened during a bad attempt at stripping/refinishing.

Well, my son got his first crack at trying it out yesterday. He liked it, and the stain didn't bother him. He said he thought it was just from age. My surprise was how much of a Squire sound he was getting with the pick. The kid has come a long way in less than a year of playing. Also impressive, when I was driving him home, was that a Rush tune came on, and he immediately asked if that was a Rickenbacker bass being used. Kids these days.

You ought to see and hear him on his guitar! I was treated to he and Kevin doing duets. Great time.
