Some interesting selections here IMO. I would add Stevie Ray Vaughan to the list..............yes I appreciate he may also be near top a list of lead guitar players but his rhythm playing was superb.
Remember most of the time he played with Double Trouble he was the rhythm player, the lead player and on top of all that he sang. I was able to see him perform in a small venue when he was alive and so I can attest to his skill level.

Maybe not the "Best", but the originals for sure:
Bo Diddley - he set the chops for tons of tunes after him.
Dwayne Eddy,
Link Wray and
Dick Dale - long live the whammy bar chord through a Fender reverb!

Steve Marriott of Humble Pie! 1st class! Listen to his carefull coloring that help compliment Peter Frampton's leads.

+1 to George's suggestion of Robbie Robertson. A very supportive player who flies under the radar at times, but when you listen to what he's actually playing, its brilliant!

+1 on Townshend...those early Who numbers when he was on the Ricks showcased some of his best rhythm playing, IMO.
Lennon, too, of course.
