or it could be loose fingerboard in one small section - typical on some mosrites from 66' i have seen - it is mostly due to starved glue joints at around 4th fret on mosrites - i am guessing that is where the clamp always was and i have seen similar problem on 92' 610 once around 6th fret so i am guessing that small section right at the stress point would curve the fretboard upwards more if it was loose there and that could explain the buzzing.

At this point I think that I have the neck as close as it gets,
dead straight on the treble side and a tiny relief on the bass side
but with the action low I still get a ton of buzz from 3rd to 7th
especially when playing with a pick.

As Jeff suggested earlier, might it be a matter of un-even frets?

I,ve found a local luthier that has suggested the same,
I'm thinking its worth a shot.

High frets are far more common than people think. Give that a shot.
