There isn't always a correlation between low action and fret buzz. When I bought my Shadow it had a ski-slope neck with high action, and it buzzed in the higher frets up the neck. Now the neck is dead straight and the action is so low, it's like the "fretless wonder" Les Pauls, and I have no fret buzz unless I play really hard.
