the text is in russian, but it appears to indicate that he was born in 1877 and died in 1926. whoever he is.

Since Sheena brought it up, he does look like Feliks Dzerzhinsky, head of the Cheka, the security arm of the Bolshevik Party during Lenin's time.
Please correct any inaccuracies! I'm merely a curious westerner, certainly not an expert or someone with any intimate knowledge of the subject.
