You'll need the weight of the horseshoe to help balance this bass out since the upper horn is so short

I'll just glue a bunch of alnico slugs randomly all over the body and say they're polka dots... yep...

i'm going to be making the body thickness in 1 and 1/2 " like the old late '50's robin zander style 450 or combo. plus it will be stretched to acomodate the 4001 scale as i'm using a '75 for the center section. i think the one mr. hall made has a stretched body like a 3001 or hamburg long scale. this will help in the balancing.

I think keeping the small body will allow a 24 fret fretboard easier, while extending the upper horn like a 4001 will help with balance.

I don't think so!
If you look at most production basses, you'll notice that the upper horn extends approximately to the 12th fret. This is for balance purposes. Leo Fender got it right in 1951.
