Hi. I know that most tone controls are a combination of a pot and a cap. but arent caps supposed to take only treble frequencies to ground? what is the difference between a treble control and a bass control?

The Rickenbacker controls are really mislabelled. The "Bass" controls are really for the neck pickup and the "Treble" controls are for the bridge pickup. This is why they are labelled "Volume" and "Tone".
Tone controls are really high cut control. They ground the high frequencies and allow the low frequencies to pass.
