According to Dale Fortune [and i read the same thing]that the s meant special meaning extra pickup if it said just 4000 it have one pickup somewhere along the line it became a 4001s.

I just checked the pots they appear to be dated 66 unless it was converted in 67 using 66 factory pots its a genuine S "Wow" I always thought it might have been a converted 4000,because the toaster has been replaced, but all pots are factory and dated 66.

You say this is a '66 or '67 bass?I think at least Part of the harness is Not original because[AFAIK]
I've Never seen orange tone caps like that in a 60s Rick. Also, and unless the picture resolution isn't that good, there Should be cloth covered hookup wire linking the pots.

Orange Drops are capacitors made by Sprague. They are pretty popular in the Les Paul world as replacements for the junk that goes into those guitars.

Mark Arnquest rewired it and put the caps in with whatever he had, I wasn't that concerned at the time .The pots are original. He said the wiring was mess so he re did it.I just wanted a player at the time I really didnt care what it looked like.
