Hi Mark,
This may seem like an inane question.
There's an '82 36012-WB in a nearby Guitar Center that I've had my eye on. It's got the best fireglo finish and it's yellowing nicely.
Anyway, the question:
The tuning posts seem short as the stringholes barely make it up past the bushings. I compared it to a new 36012-V64. The V64's posts stand much higher. The '82 does not look like it's been monkeyed around with, but it makes me wonder a bit.
Could it just be the batch of tuners RIC was using at that time? Have you come across this in your endeavors?

In '82, Schaller was not making a replica key like the modern guitars have. Those were probably Grovers. Both they and the Gotohs were a bit short and this was rectified when we were able to convice Schaller to make a more accurate key.

You will also see this on older 12 strings that have original Klusons.

It appears that the Carl Wilson Signatures have a taller shaft on the tuners.

The 12 string with Klusons were really tight as far as how much room there was to make the whloe thing work.You couldn't make the headstock too thin as the edges of the side tuners would protrude and the back tuners were stuck ...many have low E strings that have this .
The new 12 string definately have this solved .
I just worked on one of the CW signatures for a guy from Edmonton Alberta Canada.Really pretty guitar ...wonderful fireglo,top notch all the way .As close to the 1960's as you could get ,but with all the improvements .
