The strings on my 360 12V rise upward from the neck past the 9th fret also attaining satisfactory intonation seems impossible, is there a luthier in the Phx.AZ. area that can address these issues competantly?

Joseph,
I suggest that you repost this question under the section titled '"The Vibrola" Rickenbacker Technical Forum' where one of the experts will be more likely to read it and comment.
I am not a luthier myself, but when I was refurbishing my 1970 331LS, the luthier I had replacing the missing nut found the neck to have a high spot around the 9th to 12th frets, which caused probelms in setting the action and intonation. He used a heat clamp to reform the neck, and it worked great. I'm not sure whether you are describing the same problem, but maple necks can be heat-treated.
