The mute on my V63 only touches the D and A strings with no more adjustment left ?

You just need to pull the tailpiece off and bend the mute plate to match the arc of the strings.

Also your bridge must be very high as even when they are not shaped exactly to the contour of the bridge which changes as the bridge moves forward and backward the mute should go high enough to touch all the strings.

The bridge is high . That is the way this bass sets up . The neck is on the edge of odd with more relief at the ends than in the middle . I am going to loosen the rods and start over . The mute is probably going to cause sharp intonation so I may make this my rock sustain only bass . I would like to palm mute it but then I would have to pull the horseshoe and replace it with a standard hi gain .

You can take the tailpiece off and cut the mute in half and reinstall it right next to the bridge, you can even double it this way if need be to get it to touch all the strings. I would bend the metal part though like the other poster said so you can use the least amount of pressure to mute all strings. With it half the width and as close to the bridge as possible it is easier to not put it too high so it won't knock the intonation out. I don't know what you mean by more relief at the ends than the middle, you mean the it's reverse bowed with the middle higher than the ends? It should be just about flat the entire length, sounds like your truss rods are too tight if that's the case. That will definitely make you raise the bridge very high.

Adjusted the rods for about 1/2 mm between the 7th fret and E string held down at 1st and last frets . She is playing pretty clean now . I will try cutting the mute . I like that concept for intonation . Ultimately I prefer palm muting so I will put the horseshoe in the trash and install a high gain .

I had to poke a little fun at my self Jeff . Back in 1978 Mr Dimarzio gave me a set of pickups for my 64 P Bass . I removed the originals and tossed them in the trash ! DOH !!!!!! This horseshoe will be in bubble wrap in the case
