Yes, it is a high pass (bass cut) filter. The C64 will have it - I don't know about the V series, though. The V59 does not have it.

If you're talking about the basses, I believe the 4001c64 has the cap and the 4001v63 does not have the cap (unless someone wired it in aftermarket).

Welcome Mike.
There are those who like the sound of that sucker, and those that don't!
I fall into the latter!

Me in the first when running both pickups at the same time on my 4001c64 (which indeed does have the cap). But not when running the bridge pickup solo.

That is correct. The V63 does not have the cap to my knowledge. I know mine dosen't have it. The C64 does have the cap though. Some like it, but I personally didn't. I bypassed the thing, and now to my ears it's much better.

I have a V63 and a C64S (that should be like a C64 in terms of pickups and wiring)
the 4001V63 (1997) does not have the cap and the treble pickup is a wee bit louder and fuller than the neck pickup (toaster);
the 4001C64S must have the cap since the output balance of the pickups is the opposite compared to the V63
while the C64 and the C64S are more accurate and detailed reproductions of the 60s 4001S than the V63, the V sounds like a more versatile and complete (ultimate) bass, I still think that the V63 is the best product of the 4000/4001/4003 series bass ever made at Rickenbacker
