It's probably a 74 and with the work needed it's not worth more than $300... more like $200 tops..

I agree with Eden - most likely '74 but late '73 and early '75 can't be ruled out.
Keeping in mind that the hardware will set you back at least $650 (maybe $750), that a refinished '74 4001 is worth about $1k-$1.3k, and the cost of a refin, Eden's estimate is spot-on.
An early '73 with full-width inlays and checkerboard binding would be worth a couple of hundred more.

yeah it'd be worth a heck of a lot more if it had the binding, a jack plate and trc.

I don't know about CL, but a similar bass body (the same except that it was broken into 2 pieces, and had water damage) just sold on ebay for over 550.00 including shipping. 
I wouldn't want this even if it were free, but someone will.
