Looks like a Rickenbacker bridge with some heavy duty brass saddles?

That's Peter Buck of REM's guitar. It's a regular Rickenbacker bridge but the saddles are brass replacements.

That's what it looks like to me, where does one get big old brass saddles like that, or is that a big Rickentaboo item?

Yes, it is Peter Buck's guitar! I have brass saddles on my Gretsch and Telecaster and I just love them! I was hoping to do the same thing with my Ric.

Why is there a USA sticker on it? Isn't his guitar from the early 80's?

Surely a guy like him has owned dozens in that configuration over the years.

While I'm sure he owns several Rickenbackers, that's Peter Buck's original 360. From what I remember, he had the guitar refurbished at the factory and John Hall took pictures of it before returning it to Buck. I guess the put the Made in USA sticker on it as a joke.
