Active/Passive 4003?

Apologies if this is a bit of a stupid question. Although I have been playing for some years, I have only recently started acquiring effects pedals - a very modest collection from Boss - TU Tuner, Equaliser and Flanger.
This is my question, my Ric is a passive bass and has always been plugged into the Passive input on my Ashdown amp. Should it now be plugged into the Active input as I have added some powered equalisation/effects into the bass-pedals-amp chain?
Do powered effects pedals simply constitute an external 'active' setup?
Another question - by adding equalisation before going into the amp (and using the amp purely as a power amp) can I simply add the Flanger to the output of the equaliser (then into the amp) rather than use the amp's send/return loop.
I want to Flange post EQ, and so would normally use the send/return, but I am now doing all my EQ before going into the amp, so does it have the same effect simply having the following:
Bass -> Tuner -> Equaliser -> Flanger -> Amp (with all EQ settings off).
