Can't upload avitar pic

Hey, anyone out there in cyber land able to help me get my avitar uploaded?
I have a 100 x90 pixel at 18.7 kb jpeg but I can not get it up upload, so I know I am doing something wrong here, but haven't figured it out.
I also deleted my cookies just in case but that didn't help either.

The avatar must be less than 9Kb, that is your problem. If you can not shrink it more send it to me at:
stackknobjb AT sbcglobal DOT net. Send me a significantly larger version, if possible, so that it will look better when resized.

Jeff can I send you the wife and kids and and maybe you could shrink them down to a more manageable state?
