Forgive me if this is wrong, I don't know much about old Gibsons. But I don't think that is a Gibson style headstock. They usually have a dip in the middle.

You are correct, Ivan. This headstock is more akin to that on a Gretsch, actually, more like a Gretson® or Gibsch® headstock.

It looks like it might have the fancy carve at the bottom of the neck like a Gibson Super 400. It could be a broken neck that was reshaped down to the bass that we see with the headstock being reshaped for four tuners and then mated to the body. It would begin to account for a number of things, including the possible carve at the base of the neck, the lack of taper on the neck which resembles a Hofner and the reshaped headstock. The neck immediately reminded me of Roy Orbison's Gibson/Gretsch that he played in the early 60's.
