Something missing here?

Hi all !! I just got my Rose Morris, made in 1988. It has Schaller tuners but I want to know if this is right. At that time did they install washers?
The finish came off on some tuners , I am sending you a picture. Thanks!

They are correct, same as mine. Looks like they have been over tightened and have cracked the finish

I believe those tuners were only used for a few years in the late 80s. They would be original for a 1988 model, and Mark is correct about over-tightening them.
The same type are on my Pete Townshend LE model.
