And, how does this apply with Ricks? Or, does it? I can’t imagine it would be applicable to pre-1984 rods, but what about after that?

What I know of this is that the washer is added to the truss rod nut side of the spacer bar to prevent the nuts from digging into aforementioned spacer bar.

I was thinking about the old-style rods. Yeah, for modern/current rods what John explains is correct. You still want a washer between the nuts at the headstock and the spacer bar to prevent the nuts from chewing up the bar.
