12 string Kramer neck with an ash strat style body.

Taking the neck off while keeping the strings on. i want to put another pot in it with a switch on it so i can connect the neck pickup (with volume control on neck pickup) with the bridge pickup on so, hopefully, it will sound more like a two pickup 12 string guitar like a Rickenbacker 360 12 or 335 12 string.

Some years ago, Fender did offer a Strat 12-string, and currently offer a Squier Jazzmaster 12-string. A simple Google search will find them. Instead of trying to retrofit a neck, I suggest that if you really want a Strat or JM version, you get one of these instead. Fender, as well as others, tends to make their 12-string necks wider at the heel than a regular Strat neck, so you would have to re-rout the neck pocket to make it fit. Wiring is not the issue. You can re-wire any guitar to get the pickup combinations desired.
