The Jack plate being sanded off, typically is a signal that at some point in its history that it was stolen. Having said that I'm sure it is passed through several hands since then. But I cannot think of any other reason why you would send the serial number of an instrument except to make it harder to identify.
Having said that there are still some numbers that we can clearly see.
309
Which gives us three possibilities as to a serial number.
SA 309 from January 1979.
SF 309x from June 1979, and
TA 309 from January 1980, which still would have had CTS from 1979 in it...
From comparing an identical Mapleglo bass TA 308 in the register, if I had to make an official determination I would say it's most likely to be January 1980.
