This hand sign is an ancient 'mudra' found in south and southeast Asian Hindu cultures, most commonly employed by dancers portraying Garuda, a half-bird half-human deity...both hands are posed in this fashion and held near the waist to represent bird claws.
...then again, these same cultures have displayed swastikas prominently for 5,000 years, but that symbol isn't associated with insane militaristic fascism in most rice-growing villages...
Hand posturing, facial tatoos...it's hard to know nowadays what tribe is being represented...I do agree, though: some 'cultural contexts' do not permit going without a shirt...
When I was in grad school, I saw in a dinosaur book the species name Garudamimus. I asked an Indian colleague about Garuda and he told me the interesting story about Garuda and Rama.
The swastika can also be found in petroglyphs in the southwest USA, so it is an ancient symbol.
