Could be. Though it looks like he was doing a lot of singing as a bassist (it didn't hurt Macca's ability to croon.) Petty's first album supposedly started as a solo project, with the band members falling into place "and the Heartbreakers" being added to it. I've read various interviews with him but there really seems to be scant info on how things fell into place as they did.

I find playing bass and singing to be kind of a clumsy combination for me, I much prefer rhythm guitar as I don't have to think about what I'm doing. I'm jealous of those guys like McCartney, Cetera, Lee and maybe Petty that make it look easy. I'm not saying that I can't do it as I have sung lead and played bass but I need to practice the harder songs, with a guitar all I have to do is pick it up and strum along.
