Not having a clue about Canadian law, but suspecting there is some similarity between the two countries, it might be possible to seek out the Candaian provincial attorney generals office, the States equivalent. You might be able to pursue him through their deceptive trade/fraud violations. Since it was a 'private sale' it may not be possible, but at the very least you might be able to seek some help, without any cost to you.

Yeah, OK. I just spoke to his brother on the phone...he owns a pawnshop. Why am I not surprised???
I will continue to call his brother regularly until I hear from him.
I requested his phone contact from eBay twice to no avail. But there's gotta be a way, folks.

Paul, I hope you're able to see this resolved promptly and with minimal effort.
However, I do have relatives in southern Saskatchewan (was just up there in April), and plan to be there again before year's end. As I trade police patches, I sometimes have dealings with law enforcement agencies. I guess there is the slightest chance that, with proper documentation, I might be able to persuade an officer to stop by for a minute and ask the "seller" why he hasn't refunded your money (they wouldn't have authority to do much else). It's a longshot, but sometimes the stars align, my karma is good, and I have the correct haircut. (Some neato patches help too!). Sounds ridiculous, but even I have been surprised at the offers extended to me by officers in Germany and Canada.
I'll let you know if I'm able to make that trip.
