Yes, It's a "tree" by the look of it, to create the downforce as those headstocks have no back tilt. Roger Waters has one on his RM1999 in nearly all the 60's Floyd stuff.

I haven't been lurking here enough, but I know I've seen quite a few pics of his 21 fretter over the years. IMHO he used the 21 fretter for at least one of tracks of "The Fish". If you try to play all parts with a 20 fret Rick, you run out of room at one part, way up on the neck. Now, he coulda tuned down, but I don't think so...
