The 'modern' RIC acoustics started in '94ish? But from the photos I've seen they were different that the 2000ish ones, specifically the heel of the guitars (both the 700 and 730) were a different shape.

When did the 'old heel' versions stop and the 'new heel' versions start?

John, I can take some pics of my '95 700C and post them. This era was a completely different guitar than the 2000 and newer ones.

Do those tuning keys look crooked to anyone else, or is it the pix playing tricks?

The tuning machines are lined up with the outside curved contour of the headstock. This skews the keys.

On guitars with straight edges on their headstocks (Martin, and some from Gretsch and Gibson), there is no need for this sort of elegant improvisation.

The heel on my lefty 730S appears to be the same as Jeffery's. Just a different orientation.
