At first the boat's owners claimed no big deal, 140 gallons--a mere drip. But the recovery team captain was suspicious, and immediately headed to the scene, where he saw more than that amount on the piling alone.
Now, 58K gallons later, the mayor is getting involved, and lawsuits will fly back and forth.
Those are the facts...little else to say about such a tragedy.

Just breaks my heart...such a stunning body of water; and, despite all the density of people and industry, teeming with wildlife. Oh well.
