So just what are they building that required the phones to be off?

I think he meant due to some nearby construction the phone lines would be down. Not a RIC thing.

Maybe they are expanding production and had to relocate the telcom room to make way for the new Custom Shop.

I think Greg may have it. A lot of business phone systems now are voice over IP, so if the server room is being moved the phones will also be down. Just a guess.

More likely is that it has to do with all the construction of condos behind the factory.
