Ebay new feedback system is very unfriendly to causal seller

I just looked at this ebay auction and noticed the sellers feedback was 88.2% which seems pretty terrible.I looked at his feed back and only saw 2 neutral out of 42.I didn't understand why he had such a low rating until I read how feedback is now calculated:

"The Positive Feedback percentage is calculated based on the total number of feedback ratings received in the last 12 months, excluding Repeat Feedback from the same member in the same week.


Note: This could mean that the number of ratings used for this calculation is different from the same number shown in the Recent Ratings table on the left.


Positives
Positives + Neutrals + Negatives



This member's 12 Month Feedback ratings
Positives: 15Neutrals: 2Negatives: 0


This member's Positive Feedback percentage


15
15 + 2 + 0
= 88.2% "

This formula really seems unfair and really stacked against the small time casual seller or "rebayer".

It's a version of "what have you done for me lately" attitude that many corporate employers seem to have with their employees. Jimmy Paatison is famous for that attitude in his youth. At his car dealership he used to fire the salesman with the lowest selling total each month.
