I started on making some adjustments, and upon removing the TRC, that the bass side truss rod is broken, the nut is missing from the cavity as well. The other rod is overtightened to compensate; :x
The seller's listing states:This is a mint condition 2008 Rickenbacker 4003 Bass. It has been set-up by our tech and is ready to play. Comes with hardshell case and paperwork! GOOD LUCK.

It couldn't have been set up and still arrive like this. This probably explains why it arried tuned low.
I'll see what the seller will do as per return/refund before posting any nastygrams.

I removed the pickguare to see if there was a truss rod there, it is.I inspected the wiring and components for any visual problem ,finding none, I replaced the pickguard carefully, and just for grins, plugged it into an amp, and the neck pup now has normal volume.

Seller has agreed to refund upon reciept, so it's on it's way back, and I'm no longer "of the dark side".
No need for nastygrams at this time.
