Why specifically do you want Klusons? What Ricks have you owned? Is the dual mono output important to you? Is binding important to you?
Consider this: Get a used v64 now, place an order for the c63. When the c63 arrives you can sell or trade in the v64. I can't imagine Rick values going too much lower than they are now, so you might even make a few dollars on it. You'd want to place the order with a dealer that allows return of your deposit, just in case it arrives really quickly and/or you really like the v64 and/or you don't have the rest of the money saved.
If you are chasing certain features for cosmetic/aesthetic reasons, you are much more likely to be disappointed than you would be if you were looking for functional preferences. I think the modern tuners are far superior to any Kluson derivatives I've had. Toasters are cool, so I have no arguments there. If you don't care about dual mono outs (it's not even stereo!) or binding, I would recommend a 330/12 with toasters, which is a reversible mod. If you like thin necks, go late 80's. Oh, and v64's are in the $2K neighborhood lately, and c63's are closer to 3K. Some people have been waiting upwards of 3 years for c63's, too.
The only Rick I currently own, or have ever owned, is my 08 330 JG. I put klusons on it, and I love it. The thing with klusons is just a preference for 'the way things used to be'. I love vintage guitars, vintage Ricks, and all my other guitars, fenders etc have klusons. So I would like to get a guitar with klusons stock, so I would not have to modify it.
I think the appeal of the c63 for me was in the top bracing, and just the general accuracy. Vs a 330/12, I would also prefer one with 21 frets, since my 330 has 24. But maybe a v64 would be a more realistic goal, and I could always trade up in the future.

I check into adding Klusons to a 330 FG guitar and found that most likely some of the original holes for the Schallers would need to be filled and would still show. With a solid color such as JG that is not a problem. That was something I had not thought of.
I had in mind to add to a 330/6 FG VP's, klusons, a trapeze tailpeice and a vintage TRC to get close to a 360/6 V64 (without the binding of course). By the time I did all that the right way, with the way prices are right now, I found I'd probably be within striking distance of a real 360/6 V64.

When I decided I couldn't live without a Rick 12 anymore, I ran an ad here and whattya know? Someone had one, a 330-12 in AutumnGlo at a phenomenal price. I bought it three years ago, and never regretted it. The only change I made was to get a set of toaster pickups. Those, I ordered from Chris at Pick O' The Ricks, and I had to wait a couple of months until they came in. Well worth it though.
When I posted an ad looking for a Rick 12, it could have been a 360, 330, or a 600 model. I just wanted one.
I think ordering one and having to wait 18 months is insane, but people here do it, so that's their choice. My point is, find one and mod it your way.

By all means, get the 360/12 C63. I understand that shipments to various dealers are due for July and again in the fall. I just got my C63 three days ago by finding an unclaimed one at Dave's Guitar Shop..... just start calling around. With the slow economy, some reserved guitars may go unclaimed.
Incidently, The 360/12 V64's are also fantastic guitars, and the earlier examples came with the hotter toasters, if that's a feature you are looking for. As far as I know, the hotter Toasters are no longer made.
