Steve: Most good tuners have a function for a single or double flatted tuning which will certainly allow for drop D. Boss is one manufacturer that does. I hope I have understood your question correctly.

A Drop D tuner goes on your bass.

You replace your tuner for your low E string with the Drop D tuner, and with a flick of a lever, you can go between E, and D.

Yes, thanks I now know the hardware of which you speak. I have seen more of these on guitars than basses do did not consider this when I read the question.

I have the hipshot on two of my 4001's. Just make sure you get the current revision. The ones make 15 or more years ago hare a little to big and bind a bit. If you are getting a new one you should be alright.

I don't own one of these but according to Hipshot's FAQ this is what you want:

HE6C - 3/8'' Clover Key Ultralite X-Tender

It won't match style of the other tuners but according to Hipshot the "proper" D-tuner won't fit properly on the headstock.

I have one of these for a Frankensteined Fender Tele bass I have. They can be set to drop to an Eb all the way down to a low B, depending on how the machine head is set up. They are pretty accurate on intonation as long as you set it up properly. Here are a few pics of mine.
