I love the bass arrangement in Strange World by Iron Maiden played by Steve harris (although it's not a Rick, still kicks butt). He plays all over the fretboard and pretty much leading the song the whole way (in my mind).
What other songs have great bass riffs that seems to tell a story all in it's own like Strange World?

Tons of Motown stuff, like "My Girl." And then "Born Under a Bad Sign" comes to mind. And the bassline to "Birthday" by the Beatles drives that tune for sure.

Jack Bruce's line on Zappa's Apostrophe pretty much leads the tune around. Apparently, FZ wasn't too thrilled about the whole collaboration, but it works for me, if only for about 4-5 minutes.
Can we have everything louder than everything else?

"It's My Life" and "We Gotta Get Out of This Place" by the Animals feature heavy riffing from Chas Chandler.
"Boris the Spider" by The Who is another. Entwistle wrote the riff for that on bass.

There is barely any guitar on that album, just Chris playing some 12 string.
