Yes, you are right about the length being 1/2 inch. The "4" refers to a screw "gauge" which is an old fashioned unit of measure, screws smaller than 1/4 inch use "numbered" sizes from "0000" to "14." These sizes (as well as the old English inch/foot/yard types of measurements

) are still in use in the U.S. where they seem to have given up on converting to metric sometime in the mid 1970s (so now we have cars and such with BOTH metric and inch sizes

).
Anyway, it's not closely related to anything like metric sizes, so you will probably have to find a source for U.S. screw sizes. Here's a chart with info on wood screw sizes:

Also, the "OV" refers to "Oval" head screw. This is like a flat head countersunk screw but the exposed portion is domed/rounded for a nicer appearance. I'm not sure what the "PH" means. This often refers to "Pan Head" which is a normal, non countersunk head with a domed surface, which this screw is not...
I have NO idea what to do with those skinny stringed things... I'm just a bass player...
